Introduction
The State of Wisconsin, Department of Military Affairs (DMA), Construction Facility Management Office (CFMO), is hiring an HVAC Refrigeration Specialist-Advanced. This position will be based / headquartered out of Eau Claire and will serve the entirety of Area 4. Area 4 consists of Ashland, Barron, Chippewa, Douglas, Dunn, Eau Claire, Pierce, Sawyer, St. Croix, and Taylor counties.
A work vehicle and all required tools will be provided for the selected candidate. The schedule for this position will be five, 8-hour shifts per week, or 4, 10-hour shifts per week. The exact schedule will be determined with the candidate upon hire.

Position Summary
Under the general supervision of the CFMO Area 4 Building/Grounds Superintendent and/or the Building/Grounds Supervisor, this position performs Heating, Ventilating, and Air Conditioning (HVAC) work at various Area 4 locations while being headquarted at the Eau Claire, National Guard Armory. Position requires programming and installation knowledge of Honeywell, Auto-Logic, Johnson Controls Metasys, Trane, and Carrier DDC control systems. Position is also responsible for the inspection, repair and maintenance of mechanical equipment associated with heating, ventilating, air conditioning, refrigeration, humidity control and boiler operations and their related electrical systems, equipment and various controls. Position may require occasional statewide and/or overnight travel. May perform some plumbing and electrical repairs as needed.
Salary Information
Starting pay is $32.21/ hr.
This position is in the 03-15 pay schedule/range. A 12-month probation will be required.

Job Details
Must possess or be eligible to obtain and maintain a valid driver’s license and meet the requirements of the State of Wisconsin Fleet Vehicle Policy to drive a state vehicle.
- State of Wisconsin Fleet Vehicle Policy:
Must have a valid driver's license
Minimum Of Two Year's Driving Experience
Must be 18 years of age or older
- Additionally, the driving record must not reflect the following conditions:
Three or more moving violations (with point reductions) and/or at fault accidents in the
past 2 years
An OWI or DUI violation within the past 12 months
A suspension or revocation of the driver's license
- Must possess or acquire within the 1-year probationary period a valid Department of Commerce Refrigerant Handling Technician Certification and a valid EPA Universal Technician Certification for refrigerant.
- In order to gain access to military facilities and to determine whether the circumstances of any conviction may be related to the job being filled, DMA will conduct a comprehensive background check.
- In addition, the position requires a Common Access Card (CAC). A CAC requires successful completion of a Department of Defense investigation and an additional more in-depth federal background check, for gaining access to federal computer systems, restricted locations, or classified information.
- Ability to perform duties under unpleasant, adverse conditions; such as in dusty and dirty areas or in extreme heat and/or cold, including confined spaces and the use of personal protective equipment, climbing, bending, lifting, working below grade, from uneven surfaces, from elevated levels possibly higher than 75 feet, etc., and the ability to perform lifting of up to 50 or more pounds.
- Must be able to operate lift equipment and have no limitations for working in high areas.
The Department of Military Affairs does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.
This is a State of Wisconsin Civil Service position. The DMA does not require current or previous military experience.
All new permanent, project, and limited term employees will be required to report to Joint Force Headquarters (JFHQ) in Madison on the Monday of their first week of employment for the New Employee Orientation (NEO) program. Additional information will be sent to the new employees and their supervisors on the Tuesday prior to NEO.
Qualifications
Candidates who meet minimum qualifications will have experience with:
- Experience with installing, diagnosing, and repairing commercial/industrial HVAC systems.
- Must possess a valid driver's license and remain qualified as a condition of continued employment and meet the requirements of the State of Wisconsin Fleet Vehicle Policy.
- Must be physically able to lift and move objects in excess of 50 pounds.
- Possession of a valid Universal Technician certification for handling refrigerants from the U.S. Environmental Protection Agency or ability to attain before the end of 12-month probationary period.
- Must be able to operate lift equipment and have no limitations for working in high areas.
